Decree's on the "Pastoral Plan: Renewing the Church in Steubenville"

DECREE

On May 29, 2003 I, as Bishop of the Diocese of Steubenville, established the Steubenville Task Force. Its charge was to develop a plan for the ministry of the Church in the City of Steubenville. On July 12, 2005 it submitted to me the final edition of its pastoral plan.

After careful and prayerful reflection on the Task Force’s work, I hereby decree that The Pastoral Plan: Renewing the Church in Steubenville is adopted for the Catholic Church in the City of Steubenville. The official text of the plan is the one published in The Steubenville Register on June 17, 2005 with the following additions:

Under Education and Formation Committee, Committee Recommendations (page 7), a new first bullet point: To foster Catholic education as a means of forming disciples of Christ.

Under Family Life and Ministry Committee, Committee Recommendations (page 8), a new second bullet point: To promote marriage as a sacred vocation involving a lifelong commitment to mutual love, including an openness to procreation; to provide concrete ways for supporting engaged and married couples in their vocation.

Under Social Justice and Ecumenical and Inter-Religious Committee, first portion of Committee Recommendations (page 11), a new fifth bullet point: To promote missionary outreach at home and abroad; and a new sixth bullet

point: To promote pro-life efforts in the Steubenville parishes.

Under Social Justice and Ecumenical and Inter-Religious Committee, second portion of Committee Recommendations (page 11), a new third bullet point: To promote ecumenism by working with local Christian churches and their leadership in a variety of ways.

Under Collaborative Ministries, Family and Pastoral Ministry (page 12), a new section a): To develop concrete ways to promote the vocation of marriage and to support married couples.

Under Collaborative Ministries, New Evangelization (page 13), a new section

c): To develop a plan for promoting vocations to the priesthood, the diaconate and religious life.

I decree further that the Implementation Team is to publish an official text of The Pastoral Plan, as amended above, on the Web site of the Diocese of Steubenville and in limited printed form. One printed copy is to be maintained by the Chancellor in the diocesan archives.

This decree shall become effective on August 6, 2005, the Feast of the Transfiguration. It is to be published in The Steubenville Register on July 29, 2005.

DECREE

In accord with canon 515, after having consulted the Presbyteral Council and the Steubenville Task Force, I hereby decree that a new parish be established in the City of Steubenville and be composed of the parishioners from the following parishes: Holy Name Cathedral, St. Anthony, St. Stanislaus, Holy Rosary, St. Pius X, and Servants of Christ the King. This new Parish shall be formed gradually, as provided in the Steubenville Task Force Pastoral Plan: Renewing the Church in Steubenville. I further decree that the name of the Parish shall be Triumph of the Cross Parish. The boundaries of this Parish will be defined at a later time after receiving advice from the implementation team.

This decree becomes effective September 14th, 2005, the Feast of the Exaltation of the Holy Cross.
